Why do we need to build more homes in the Maldon District Council area?
There is a persistent need for new homes to be delivered within the Maldon District and as a highly sustainable location that has been the focus of growth in recent years, the site presents a logical opportunity to meet the continued need for new homes.

Maldon District Council is not currently able to demonstrate a five-year housing land supply to deliver the homes needed in the area. The consequences of this are:

The average monthly private rent in Maldon was £1,122 in October 2025, an increase of more than 8% in a year

The average house price in Maldon was £382,000 in November 2025. This is 7.5% higher than in the previous year

In 2023 Maldon had 1,511 people on its housing waiting list, as part of 55,540 across the East of England

The site comprises 15.4 acres of land located to the north west of Heybridge.
The site is allocated within the adopted Maldon Local Development Plan as part of the North Heybridge Garden Suburb (Policy S4), which is one of two strategic locations identified for growth within the District (along with the South Maldon Garden Suburb).
Whilst the site did not form part of the original planning application for Westcombe Park (being delivered by Vistry and other developers), it is well contained by Jubilee Way and is now proposed to come forward for development.

Our Proposals
The proposals will deliver a sustainable development with high-quality housing, including affordable homes. It will also provide open spaces with extensive landscaping in order to achieve a net gain in biodiversity.
The scheme will deliver approximately 115 new homes at the site, including much-needed affordable housing, with a mix of 1, 2, 3 and 4 bedroom houses and apartments.
The proposals include:

A range of house types, sizes and tenures to suit different needs and add to the growing community that is being created in North Heybridge

30% affordable housing, including affordable rent and shared ownership options

New areas of public open space including drainage attenuation and landscaping

Biodiversity net gain
-
New footpaths and cycle connections, including the retention of the existing public right of way
Transport and Access
Access to the site would come from the Elms Farm roundabout, along a new arm leading into the south of the site.
There are significant opportunities for increased cycle and pedestrian routes.
The existing public right of way can be retained, and there is potential to provide cycle and pedestrian links with Maypole Lane and the wider North Heybridge Garden Suburb.
Sustainability
Vistry's aim is to create places that people love to live, with sustainable and successful communities built to last. The site is ideally located to benefit from access to existing and planned local facilities, including a new primary school and early years facility, sports and recreational facilities, and local convenience retail and our site will focus on promoting active travel.
Moreover, sustainability and energy efficiency are an integral part of how we design our homes. The measures we include help to keep homeowners bills down while reducing emissions. These could include:

Quality construction ensuring airtightness

High efficiency energy systems

Energy efficient appliances

Reduced water usage
Access to the site would come from the Elms Farm roundabout, along a new arm leading into the south of the site.
